❗Spontaneous protests by farmers affected by the anti-hail system
❗The lack of concrete measures from the authorities led the farmers affected by the effects of the anti-beam system to organize, today, April 15, 2024, spontaneous protests in the areas of the missile launch points.
Following countless meetings and debates, the relevant ministry came up with the proposal to issue a Ministerial Order to regulate, more rigorously, the frequency and direction of launching missiles with anti-hail effects. Until the time of this communication, farmers have only been left with the promise of issuing such a document, which has increased the degree of dissatisfaction among our members, who cannot accept that the solution of such a serious problem is procrastinated endlessly.
Spontaneous protests are taking place in Prahova, Vrancea, Iasi and Vaslui counties, some of the most impacted counties.
We remind you that farmers' grievances on this subject have been brought to the attention of the Ministry of Agriculture on several occasions, in writing or at public events; information was requested about similar practices in other member states, given that, from the information received from our European counterparts, this type of system is prohibited in most European states.
🌽The APPR Forum supports the initiative of its members to make their voices heard. Today's protests are an alarm signal that farmers send to the authorities who can no longer remain passive to the multitude of problems in the sector: the situation is critical, and the decision-makers are summoned to come up with concrete solutions.❗
Over 100 meetings in technical sessions and many hours dedicated to comparative study, debates in order to argue the need of farmers to have stability and predictability in an extremely volatile and weather-dependent field.
#LAPAR, #PROAGRO and #UNCSV expresses his disappointment and concern that at the moment Romania does not have a Lease Law in force. The fact that the lease period is not regulated by law has a significant negative economic impact on agricultural businesses, on investments in technology and the efficiency of farm management in the medium-long term, it affects the predictability of business plans and the resilience of small and medium farms, with negative consequences on the competitiveness of Romanian farmers at the national and European level.
Moreover, the lack of this regulation has a negative impact on natural resources, as farmers do not have predictability and stability for practicing crop rotation, soil biodiversity protection, investments in irrigation systems and forest curtains, and reaching targets regarding forested agricultural areas remains just a wishful thinking that appears recurrently in the background of electoral campaigns.
#LAPAR, #PROAGRO and #UNCSV they will continue the steps for the adoption of a Lease Law that would regulate the rights and obligations of the signatory parties to the lease contract, including the establishment of a minimum period regarding its duration.
In this sense, LAPAR, PRO AGRO and UNCSV call on farmers and the associative environment in Romania to make a common front and express their dissatisfaction regarding yesterday's negative vote. It is also vital that agricultural producers come together with the three organizations and the associative environment in future efforts to support and defend their interests, in order to obtain a favorable result regarding the long-awaited Lease Law.

❗️❗️The Ministry of Agriculture and Rural Development issued today, April 11, the note on how to apply GAEC 7.
❗️GAEC 7 - Crop rotation on arable land, with the exception of crops that grow under water, in the application year 2024, applies as follows:
👉🏻General rule: Crop rotation is applied on arable land, with the exception of crops that grow under water. The rotation consists in changing crops at least once a year (crop year) at the agricultural plot level, with the exception of perennial crops, grasses and other herbaceous forage plants, fallow land and crops in protected areas (greenhouses and solariums) ).
✍️ Agricultural holdings are exempt from the obligation regarding crop rotation on arable land if they meet one of the following conditions:
👉🏻 a) over 75% of the arable land is used for the production of grass or other herbaceous fodder plants, is land left fallow, is cultivated with leguminous crops or is subject to a combination of these uses;
👉🏻 b) over 75% of the eligible agricultural area is permanent grassland, it is used for the production of grass or other herbaceous fodder plants or for the cultivation of some crops under water either for a large part of the year or a large part of the crop cycle or is subject to a combination of these uses;
👉🏻 c) holdings with an area of arable land of up to 10 hectares.
🌾 It was considered that farms registered and certified in organic agriculture, according to Regulation (EU) 2018/848 of the European Parliament and of the Council, comply with this GAEC standard.
🌽The APPR Forum welcomes the issuance of the official document by MADR.

That's why we request reasoned explanations from the parliamentarians who voted against or abstained, given that consultations and negotiations with #farmers and the associative environment have been going on for years on this subject, which is the subject of the government programs assumed by most of the political formations in the last 2 parliamentary mandates.
